Bug#469627: qa.debian.org: mention existence of help or gift tagged bugs on the PTS page

It would be nice to see bugs with the help tag and gift usertag [1] mentioned somewhere too. However, I am not sure if "Problems" is the right place for this. Lots of people who want to contribute are confused about where to start (like I was when I started and later realised that bugs are the best way to go about it). And it is quite likely that beginners won't know much about usertags when they start off, so summarising "gifts" on a prominent place like the PTS page would be good. It's clearly too difficult to start contributing to Debian. But there are so many things to change that it's difficult to know where to start.
