Yes it is. It is already filed against b.d.o
See #159827 and #164405

This only happens when raw=yes parameter is provided. If omited this
link works.
I have delete this parameter (temporarly).

It's fixed in the bugs.debian.org CGI scripts now, so you can revert
that change if you like.
