Helper selection and namespaces

The multiple helper path issue should be documented somewhere authoritative.  
The current Python policy is silent on the topic.  I'd like suggestions on 
where/how to document the situation.

Thank you Scott for raising the discussion.

For the moment being, I added a note in the "Transition to dh_python2" wiki
page. But I do agree that something more authoritative is needed.
