This changelog entry does not really make sense / completly unclear.
Please be more concise. For the breaks+replace:
the changelog entry should answer the question "Why" not "what", it is
completly unclear what you want to archieve.

the mentioned bug is the ITA, you should have closed that with the
previous upload. It is wrong to close it now, you need to close it with
interacting with the BTS.

NetPerfMeter is a network performance meter for the UDP, TCP, MPTCP,
SCTP and DCCP transport protocols over IPv4 and IPv6. It simultaneously
transmits bidirectional flows to an endpoint and measures the resulting
flow bandwidths and QoS. The results are written as vector and scalar
files. The vector files can e.g. be used to create plots of the results.

"netperfmeter" builds these binary packages:

Dear mentors (CCing Gianfranco who helped make this possible with llvm bpo),

I am looking for a sponsor for my package "irony-mode".  My motivation
for maintaining the backport is thus: a Debian user on the upstream
bugtracker had difficulty making 1.3.1-1 (version in stable which uses
libclang 7) work with a newer version of libclang (installed à la
frankenDebian).  So let's provide an official solution!
