(semi-)automatic unclaim of packages with more than 2 weeks of inactivity (and missing DLAs on www.do)

hi,

today there were four packages unclaimed for LTS:

- condor (Roberto C. Sánchez)
- mercurial (Roberto C. Sánchez)
- squid3 (Markus Koschany)
- wpa (Abhijith PA)

and none for ELTS.


Thorsten Alteholz probably claimed too many packages: 
- curl
- libapache2-mod-auth-openidc
- luajit 
- python2.7
- salt


There are three DLAs which have been reserved but not yet been published on
www.debian.org:

- DLA 2290-1 (reserved by Thorsten Alteholz)
- DLA 2289-1 (reserved by Thorsten Alteholz)
- DLA 2286-1 (reserved by Markus Koschany)

+1 and preferably with more detail than "WIP" or "ongoing".
When a security update requires more than 2 weeks of work/delay, there's
probably a blocker that is best made explicit :)
