Hi Yuri, 
When you get an screen like that, means that somebody is translating
those very same packages. Or probably somebody started to translate them and
left the webpage without clicking on the 'Abandon' button before leaving.
BTW, When you enter to a package translation, immediately this package is locked
to avoid 2 (or more) people translating the same package at the same time,
and by clicking the 'Abort' button, you just release that lock.

Uhm... I think that I missunderstood what you asked on the first place, sorry.
To be sincere, i dont know why that is happening, i think you will need to
wait for somebody with more experience.
BTW, have your tried forcing the fetch? (Probably you'll have the same result) 
or 
sending an email to [EMAIL PROTECTED] with "GET  "?
