I don't know about the strict requirement of gcc-4.3-base but there are some
packages build-depending on libffi4-dev and not on libffi5-dev thus a binNMU
would not be sufficient, namely:

$ grep-dctrl -i -sPackage  -FBuild-Depends libffi4-dev 
/var/lib/apt/lists/mi.mirror.garr.it_mirrors_debian_dists_sid_*_Sources

binnmus have been filed already, see thread on debian-release:

guile-gnome-platform can't be rebuilt until some other g-wrap bugs are
fixed however.

There is no libffi4 or libffi4-dev package in unstable anymore.  There
is nothing to fix in the gcc-4.3 package.  It's all other pacakges that
either depend or build depend on either need to get changed.

There might be some time that old binary packages are in unstable,
but that's only until ftp-master removes them.

as discussed in debian-release, binNMUs are scheduled 
on all packages that depend on libffi-dev
(that is one of the two solutions I was hypothesizing)
