systemd which has been the default in Debian since Jessie now.

Can you provide a few more details on how to reproduce this?

there's apparently no way to direct it to load udebs from a network mirror
like mini.iso does.  On the other hand, installation with mini.iso works
well.

System is normally either active or in RAM-sleep. Did not do shutdown,
as system typically crashed before. When starting to debug that, and

I think the problem is with your setup. I've just booted that exact
netinst image happily using

qemu-system-aarch64 -m 4G -cpu cortex-a57 -M virt -smp 8 -nographic
-pflash AAVMF_CODE.fd -pflash AAVMF_VARS.fd -drive

and it's running the installer right now with udebs from the netinst

Debian Installer Stretch RC 1 release

The Debian Installer team[1] is pleased to announce the first release
candidate of the installer for Debian 9 "Stretch".


Important changes in this release of the installer

 * The switch to merged-/usr as the default setting for debootstrap
   was reverted since it uncovered a number of important issues which
   might not be all fixed in time for stretch. This setting is
   expected to come back as the default at the beginning of the next
   release cycle.
 * As noted in the Stretch Alpha 6 release announcement, Debian Pure
   Blends appeared in the Software selection screen. Unfortunately,
   concerns voiced back then weren't worked on until after the freeze
   started, and a freeze isn't the time where critical screens should

 * 75 languages are supported in this release.
 * Full translation for 8 of them.
