That's not exactly clear:

This mostly depends on which graphical environment is used. I assume that
xfce4 works fine with 512MB, at least at default configuration without adding
tons of additional apps to the panel etc.
But at the end, you are right.
Eventually we could be done with the double of the old values:
Desktop minimal requirements: 128MB -> 256MB
Desktop recommended: 512MB -> 1GB
?

Yes, this was my first thought, too.
But on the debian-installer page, we also don't have the live images listed for 
example.
While on the distrib page, they are listed.
So the distrib seems a bit more generic IMHO and therefore I thought it
fits for the win32 installation method as well.

While I was preparing version 1.90 I didn't like how the preceeding 
worked in c-s.  However I decided the changes I wanted to do are not 
appropriate before the release of the new stable Debian, so I postponed 
them.  What I did is a code that simply emulated the old behaviour.

Regarding the use of different preseeding values for d-i and for 
keyboard-configuration - I must admit it didn't occur to me that this 
can be an useful feature so this is not supported by the current code.

Not all filesystems allow that.

Of course you are allowed to create a dedicated partition for the
bootloader, mount it as /boot/grub and flag it bootable and install
grub there.  Of course UEFI systems booted in UEFI mode would already
use a dedicated boot partition for the boot loaders.

For most users it is the best place for a boot loader.

Most OSs you can install do this.  Debian asks if you want to install
to the MBR.  Windows just does it.

Hmm... What should I explain?  According to the submitter the contents 
of /etc/default/keyboard is correct.  Or maybe you mean I had to 
reassign the bug to some other X package?

debian-x didn't get anything from the submitter, all we have is
https://lists.debian.org/debian-x/2013/05/msg00431.html which doesn't
explain why you think it's an xkb-data bug.

DI asks if you want to install grub into the MBR of the disk or a
partition, and if you select to install it into your Linux partition,
it tells you that tis is a bad idea and refuses to do it :-(
