The leaked document is based on a confidential paper from the Justice Department. When the USA Patriot Act of 2001 was passed in the aftermath of the September 11th attacks, critics were assured by proponents that many of the most damaging provisions of the act would "sunset" in 2004, meaning that they would be automatically repealed without further action by Congress. Solidarity Actions Support Grassy Narrows Forest Blockade In an unprecedented act of the defense of their lands, the First Nations communities of Aroland, Hornepayne, Constance Lake, and Mishkeegogamang have erected blockades [ 1 | 2 ] of foresty operations across northern Ontario in solidarity with Grassy Narrows First Nation, who have been blocking a forest access roads near their reserve since December. In the meantime, about 40 indigenous women and children from Grassy Narrows protested the clearcutting of their land at the Abitibi-Consolidiated Inc. pulp mill in the city of Kenora. This mill processes the millions of trees removed from the Whiskey Jack Forest, which is also the reserve's traditional land use area, to make newsprint for the Washington Post and the New York Times. Men from Grassy Narrows and a few members of Keechita Warriors Society stood vigil on the sidelines during the demonstration for support and protection. "You can not separate us and the land, we need it for our way of life," said blockader Joe Fobister, "the destruction of this land effectively amounts to cultural genocide, the destruction of us." This group is taking the world down the path to an Armageddon that they believe is the necessary and appropriate end to the world as we know it. They hate life, believe themselves to be flawed by sin, and long for a divine intervention that will make them rulers of an Earth transformed by the absence of earthiness. They care nothing for the environment because there won't be an environment when they are done. They do not care about international law and a preemptive U.S. strike as precedent because there will be no such law under the elevated "Christian" rule. They do not worry that an invasion of Iraq may cause outrage in the Muslim world and spread the conflict because such an expansion is part of the necessary script. They do not worry about later retaliation by those angered at an invasion of Iraq because all such lesser beings will be under their unbreakable domination after the final battle. They do not worry about how to govern a post-war Iraq because they will be ruling the entire world and everyone will appear before them on bended knee. They do not worry about Iraq or the U.S. initiating the use of nuclear weapons or other weapons of mass destruction because use of such weapons is part of the Armageddon script. They only thing they worry about is getting the war started before some force can prevent their usurpation of everyone's future. At home, civil liberties are quickly being erased in favor of absolute government to prevent democratic discussion of and opposition to the coming holocaust and to practice for their coming domination of the world. We lack an appropriate political mechanism for removing these dangerous people from power. We do not have the opportunity to vote no confidence, as the Australian Senate did. The once proud Democratic Party is coopted and corrupted by corporate contributions and eager to beat the drums of war in hopes of being popular. The once independent media is now a corporate conglomerate that closes more doors to truth than it opens. Our people are fed lies big and small and lack access to the information they need to understand what is happening in our country. Flush with the wealth exploited from the planet they seek to kill, our government and corporations bribe, buy, or otherwise coerce smaller and more fragile governments into ignorantly supporting the coming destruction. All we can do is appeal to those outside our country to save the world from our government. Even though we will not hear about it from our media, march in your streets. Even though we will not hear about it from our media, expose the lies being told by our government and others. Even though we will not hear about it in our media, talk about Armageddon so people will know where the madness is leading. Urge your government to vote no on any U.N. resolution furthering the Armageddon agenda. Govt urged to take stance on Internet porn The Federal Government is being urged to take a tougher stance on Internet pornography to prevent children accessing inappropriate sites. A survey by the Australia Institute of 16 and 17-year-olds shows more than 80 per cent of boys and 60 per cent of girls have stumbled across sex sites on the Internet. Author of the study, the Australian National University's Michael Flood says government legislation is failing to protect young Australians from often violent images on the Internet. He believes accessing such sites can be emotionally disturbing. "We also believe that exposure to pornography and especially violent and extreme pornography will inform young men of the belief that it's okay to pressure a young girl into sex," he said. Institute director Clive Hamilton says government regulation of Internet pornography is failing teenagers and their families. "You only need to spend two minutes on a computer to work out there's a vast array of images, some of it violent and extreme, showing a whole array of fetishes and disturbing practices that children can see, so clearly the system is failing." The Federal Government says a review of its controversial Internet censorship laws is already underway. Under the legislation passed in 1999, the Australian Broadcasting Authority was given the power to order the removal or blocking of material deemed offensive. Government backbencher Ian Causley admits it is not working. "I'm very concern about some of the information on the Internet, not just porn," he said. A POLICE senior constable in country Victoria raped a 34-year-old lesbian after insisting she go "skinny dipping" with him, a court has heard. Denis Farrell, 35, of St Arnaud, faces two counts of rape and one of aggravated burglary after the incident, which began late on the night of January 25, 2001 in St Arnaud, in western Victoria. Opening the Crown case, George Slim said Farrell and another policeman returned to the woman's St Arnaud home several times that night, initially after she and her partner had a loud argument. On the third occasion, Farrell insisted the two officers, who were not in uniform and appeared to have been drinking, come into the house and share a drink, Mr Slim told the County Court. When the woman's partner said she didn't want to drink and drive, Farrell allegedly replied, "we've got the acting sergeant here", pointing to the other officer. The two women declined Farrell's suggestion of going skinny dipping before the alleged victim's friend left for her own home. Later, the alleged victim was locking her front gate when the two officers drove up and enticed her into their car, Mr Slim said. As Farrell directed his colleague toward a water hole on the nearby Avoca River, he asked "personal and suggestive questions" such as "have you ever been f* up the a***?" and "have you ever had a threesome?", Mr Slim said. The alleged victim felt "trapped" at the isolated spot before Farrell pulled off her clothes and pushed her toward the water. He forced the victim onto his lap and raped her, warning her not to talk about what had happened. The policeman allegedly told his victim he had a wife and son and she should keep her mouth shut. After the woman was dropped off at her home, she had a shower and returned to her bedroom, where Farrell was waiting. He allegedly raped her again, the court heard. Interviewed later by police investigators, Farrell admitted having sex with the woman but claimed it was consensual and at her instigation. In a brief reply to the prosecution case, Julie Sutherland, for Farrell, said the only issue in the case was that of consent. A CROP DUSTER pilot escaped his burning plane and then walked 600m with severe burns and broken bones after it crashed yesterday. The Cessna single-engine plane crashed off Wilds Road, near the southeast Queensland town of Dalby, about 6.30am, after clipping a gum tree, a police spokeswoman said. The plane burst into flames but the man managed to free himself and walked 600 metres with burns to 80 per cent of his body before being found by the property owner, she said. The property owner drove him to the Dalby Hospital, where he was picked up by the Royal Flying Doctor Service and flown to Brisbane. He was taken to the burns unit of the Royal Brisbane Hospital where he was described as in a serious, but stable condition. WASHINGTON--The U.S. Justice Department is experimenting with an Internet crime-fighting technique that raises novel legal, technical and privacy concerns. The tactic: domain name forfeiture. In two separate cases last week, the Justice Department seized domains for Web sites that it claimed were engaging in illegal activity. The first set of domains were allegedly used to sell drug paraphernalia such as bongs and marijuana cigarette holders. Now visitors to PipesForYou.com, 420now.com, OmniLounge.com and ColorChangingGlass.com are greeted by this hair-raising alert: "By application of the United States Drug Enforcement Administration, the Web site you are attempting to visit has been restrained by the United States District Court for the Western District of Pennsylvania." The second case involved David Rocci's iSoNews.com, which he handed to the Feds as part of a plea bargain in which he admitted to selling illegal "mod" chips for Xbox and PlayStation game consoles. Rocci will be sentenced under the Digital Millennium Copyright Act (DMCA ) on March 7 before a federal judge in Alexandria, Va. iSoNews.com now says: "The domain and Web site were surrendered to U.S. law enforcement pursuant to a federal prosecution and felony plea agreement for conspiracy to violate criminal copyright laws." Because domain names can't be squeezed into traditional legal categories, a novel problem arises: They're not ordinary property like cars or boats, which can be seized and resold without worries. It's true that domains can be an instrumentality of a crime, but Web sites and mailing lists are also spots where people meet, chat and search for information--without expecting that ownership may switch hands silently and abruptly. The Justice Department's privacy policy allows it to hand over information it collects from people visiting seized Web sites to "appropriate law enforcement officials" for criminal prosecution. That's why we should think twice before applauding this trend in police power. What's more, the Justice Department is able to review the search terms that people type in before connecting to the seized site from search engines such as Google or AltaVista. That's because Web protocols pass the search terms to the destination site in the Referer: header. A third problem with the Justice Department's tactic is that criminal defendants are innocent until proven guilty. While Rocci pleaded guilty to DMCA crimes, the people raided last week for selling "drug paraphernalia" online did not. But even if they're eventually acquitted by a jury, what value will their domain name have if it's been tarred by Justice Department ownership for the past few years? A better solution: Simply yank the domain name. Do what frequently happens in civil lawsuits, which is to take the Web site offline temporarily and place the domain name in the custody of the court system. This domain-forfeiture technique is not unique to the Justice Department. In December, according to a report by Nathan Cochrane in Australia's The Age newspaper, the Australian government seized a Web site that was selling bogus "purple plates" that purported to strengthen the human immune system. Purple-Plates.com, the domain name in question, now sports a note saying: "This notice has been placed pursuant to an order of the Federal Court of Australia as a result of action taken by the Australian Competition and Consumer Commission pursuant to s.52 of the Trade Practices Act." A federal sting operation? What appears to be the first case of this sort arose in 1996, when the Cult Awareness Network--which warned of the dangers of unconventional religions--was sued into oblivion by the Church of Scientology. A bankruptcy court judge placed the group's assets including cultawarenessnetwork.org up for auction--and the winning bidder was--you guessed it--Scientology. The disturbing thing is that it would be legal for the Justice Department to seize control of a purportedly illegal site and set up a sting operation tomorrow. When America Online bought Time Warner for $103.5 billion in January 2001, the plan was to meld new-economy Internet prowess with old-economy content and cutting-edge broadband delivery. The scheme's designers boasted they would create the world's largest corporation. Two years later, AOL Time Warner is a shambles. Was this just bad luck? Was the merger ill-conceived? Or is this disastrous performance--the stock has fallen nearly 90 percent--an object lesson in the perils that confront any mega-merger? Peter S. Fader, Wharton marketing professor, suggests that perhaps the AOL Time Warner strategy wouldn't have worked even if the Internet bubble had not burst and the economy had not skidded into recession. "Synergies can't be manufactured," he said. "In fact, in many cases, synergies are more a myth than a reality. To the extent they exist, it is serendipity." Some analysts believe the stock, trading around $10 compared with $91 in late 1999, is at or near bottom. And some argue it could surge if the economy improves, if the company faces no new accounting scandals and if the turmoil in the executive suite subsides. But only about one-third of those covering the company recommend it to investors. The America Online unit suffers the biggest problems. Advertising has shriveled. And the number of subscribers declined, for the first time, in the fourth quarter of last year. The Securities and Exchange Commission and Justice Department are investigating accounting irregularities that appear to have inflated revenue. Advertising has also fallen at Time Warner publications although some units, such as HBO, are doing well. In addition, AOL Time Warner has blindsided investors with announcements like a recent $45.5 billion asset write-down, mostly for lost goodwill in America Online. In January, it announced a staggering $98.7 billion loss for 2002. Aggressive accounting Most alarming to investors and analysts is evidence that the problems are not confined to the America Online side, which has been troubled for two years, but also include Time Warner's cable operations. Analysts have been annoyed by the company's habit of aggressive accounting for advertising revenue. Advertising for new cable deals was booked for the year the deals were established even though many of those fees would not come in for years. Other companies spread the accounting for such revenue over the life of the contracts. Then there are the battles for control. The two chairmen who engineered the merger, America Online's Steve Case and Time Warner's Gerald Levin, have stepped down, as has vice chairman Ted Turner. Most of the top America Online executives who had dominated the company after the merger have been driven out. Time Warner executives are in control. The faith in synergy--the foundation of the merger--has been shaken. The current chief executive, Richard Parsons, is struggling to reduce the company's enormous $29 billion debt to preserve its investment-grade debt rating and may resort to selling the book publishing, music and other units. A minority portion of Time Warner Cable is to be sold in an initial public offering this spring. AOL Time Warner's share of Comedy Central, Court TV and three sports franchises in Atlanta are on the market. There's even speculation that the most troubled part of the business, America Online, will be sold. AOL Time Warner's share of satellite company Hughes Electronics was sold in January, fetching $800 million, about half what the company paid for it in 1999. Most important, the company is rethinking its initial strategy of bringing diverse content, Internet and cable operations under one roof. The faith in synergy--the foundation of the merger--has been shaken. To be sure, the Internet meltdown, recession and slow recovery have made things worse than they would otherwise have been. "There is the bad luck part," says Daniel A. Levinthal, a Wharton management and economics professor, who was skeptical about the strategy from the beginning. Just as the tech bubble had inflated America Online's value, the tech bust caused it to collapse. And the weak economy has undercut many businesses that rely on advertising. The Airwaves: Open or Owned posted by Dan Gillmor 07:30 AM permanent link to this item Heading this morning to what promises to be a remarkable gathering at Stanford Law School -- a daylong conference called Spectrum Policy: Property or Commons?. Thanks to Dave Sifry's Sputnik wireless system, I'm online at the conference. I gave Stanford the wrong MAC address for my computer's WiFi card (doh), but Dave created an insta-network that I'm using. Running notes here. Joi Ito has set up a trackback page so you can follow weblog postings from the conference. Turns out that others are doing a much more complete job of note-taking than I can even attempt. For instance: Cory Doctorow's great notes... David Reed is the keynote speaker, and is making the central point on which this conference is based. A while back I wrote about his thesis, that there's not really a spectrum shortage -- and that allocating spectrum to monopolies is entirely counterproductive. We're going through a viral communications revolution, like transition from mainframes to PCs, he says. Lower economic barriers to innovative uses. Because PCs were near the places where they were used you could do things likie sound and video, things that weren't possible on mainframes. Central point: "Interference" is a concept we must re-think. From a regulatory standpoint, interference equals damage. But in terms of simple physics, radio "interference" equal superposition, an addition of information. No information is actually lost, even though receivers may be confused. What we need is smarter radios. Yochai Benkler, another seminal thinker in this area, is explaining the old ownership versus new open models of spectrum. Open spectrum brings innovation at the edges, not in the middle -- and it places value on communications, not "spectrum usage." This is the paper he's using as the basis for his talk. Cheap information processing is the key, he says, echoing Reed. Adding users (equipment at the edge) is the way to add capacity -- not adding traditional "infrastructure" as in the past. It's not market versus anti-market, but rather what market we push. What we need is an intermediate-term experiment, he says, some property spectrum and some commons spectrum, and make it revisable if it didn't work. Gregory Rosston is looking for the most practical way to guage value. He accepts Benkler's analysis, though he worries about lock-in by corporate monopolists that might replace the FCC and certain standards bodies as a gatekeeper. Stuart Benjamin says there advantages and disadvantages to private control. Advantages come in creating and expanding the network, incentives to find better solutions. FCC has no profit incentive (hmmm, what about the revolving door?). Is monopoly likely? Probably not, he thinks, because there would be competing networks. Howard Shelanski notes that spectrum is about technical abilities of transmitters and receivers. And that this is about the right to speak -- a crucial point. The issue is the "displacement cost" of speech over distance, creating an allocation problem. Both sides want to do the same thing, to maximize value of speech (but measured in different ways). What is the value of speech? If we assume people only speak for commercial purposes, no problem -- whoever bids the most can speak the most. (A narrow view...) The commons approach doesn't change the need for some kinds of regulation. Key question: What framework leads to optimizing the flow of new technology? But who'll invest? Dave Farber also hears (and celebrates) the commonalities in approach. How do you figure out what to do? You experiment, but not for 10 years (as Benkler suggests). Problem: Almost no research left in this country, except in some small companies. Creates real problems. Universities can't do it all. Recalls Internet as experiment asking many of the same questions, and that government almost destroyed it while private sector rescued it in the end. "We could always have Microsoft buy the whole thing, and I could testify again against them." Do real experiments, not paper experiments. "We don't know what works." Benkler: The Net functions in a commons model in precisely the way some of the panelists have criticized. Why does market need to give us the signal which is better? How do we know it's a good thing to have highways and sidewalks? We don't, and don't place the infrastructure wholly in private hands. We don't necessarily need the market to teach us that the commons has value. We do need to think about where investment will come from, but a credible (long-term) commons will spur the investment we need in end-user equipment. WiFi

They've put together a sterling crew of folks to talk about a topic you're going to be dealing with more and more in coming years -- restrictions on copyrighted material that flout your rights and wound the public domain. (Running notes here.) Other notes from the conference include: Bryan Alexander Aaron Swarz Kevin Marks Mary Hodder It's about money and control, says Carl Shapiro, a U-Cal economist. Not about fair use? Not about customers' rights? Not about the public interest? I guess not. Lon Sobel, a lawyer and editor, says ISPs would pay royalties to copyright holders -- he uses the word "owners," demonstrating his position on this matter -- at rates set by copyright holders themselves. Everything would have watermarks. Says he's been "assured" by DRM companies they can put watermarks/fingerprints on everything out there. (He's been assured of something that can't really be done unless we ban, say, encryption -- but never mind that.) He says this is great for technology and copyright holders. He expresses basic indifference to the fact that there's not a hint of maintaining privacy of what we read, watch and listen to in the world he describes. Just an incremental privacy invasion, he says with amazing inaccuracy. His plan offers markups to ISPs if they choose. Given that in a broadband world there will be just a couple of ISPs -- namely the cable and phone companies, given the way the government is giving them absolute rights to control content on their pipes -- do you suppose your friendly cable and phone monopoly will not choose to charge you substantial extra money? Intel's Don Whiteside works for a company that claims to be on the customers' side, but which is creating tools that enable copyright owners to exert the control they want -- a company with fundamental internal conflicts, in other words. We should recognize this isn't just about business models, but a challenge on larger fronts. Disruptive technologies have created an inflection point, forcing a choice on which path to take. Small, nimble companies will figure out the new business model, he says. But incumbents should be the ones moving first. Technology should focus on "fringes" where there's infringement, such as redistribution, he says, but not on basic customer rights for personal uses. He's bragging about Intel's participation in cross-industry forums where our rights are being decided -- without any customers at the table -- by technology and entertainment companies. Gosh, thanks. Cary Sherman of the Recording Industry Association of America (servers seem to be under attack again) admits "we can't just stop selling CDs." There are new formats coming along, he says, but the industry is not in agreement on ways to "lure consumers back into record stores." Winning court cases and litigation doesn't solve the problem, he says. Burned CDs are adding to street piracy, he says. Now it becomes a cottage industry. Downloading and burning is "a real substitute for purchasing," he says. The "web of rights holders" makes it hard for the record companies to go online, he accurately notes. Consumers should be able to make personal copies but shouldn't be able to put songs on the Internet or give copies to other people, he says. (The fact that you can't have one without the other has escaped him.) The industry is making progress, however, he says. Meanwhile the industry is building an infrastructure for online delivery, and working on copy-protecting music CDs while making it possible to enable personal copies. Such technologies aren't good enough, he says. ISPs can be "incentivized" to help, he says. Education and enforcement, natch. Sarah Deutsch of Verizon wants to offer legitimate content in a cooperative way. Verizon is fighting off the recording industry's attempts to get ISP users' personal records. Deutsch says the RIAA not only wants the customer's identity but also to disable access to the user's hard drive. She calls this a gross invasion, based only on an "assertion that someone, somewhere, is engaged in copyright infringement." A mere assertion, without evidence, would require turning over such information to anyone -- including stalkers, for example -- in what amounts to "private search warrants." If RIAA wins, the case will have a "huge chilling effect" on privacy, she says, adding that due process is a better approach. (Sherman says this isn't really a big deal. The court decision, he says, shows Verizon's reading of the statute is tortured. And he says the RIAA and others are forced to show that there's a good-faith case, etc.) She likens the war on peer to peer to prohibition of alcohol in the early 20th century. Copyright Office Posts Reasons to Curb Copyright Law's Reach The Copyright Office of the Library of Congress has posted the Reply Comments on Rulemaking on Anticircumvention, commentary from the public on why current copyright law needs more exceptions for fair use and other such things. You'll find some thoughtful ideas here. Not that it's likely to sway anyone to do the right thing. Congress spoke clearly enough when it wiped out fair use and the public interest in the 1998 Digital Millennium Copyright Act, after all. So clearly, in fact, that federal judges have universally upheld the Draconian law even when it appears to overflow into areas Congress could not have imagined. Case in point is Lexmark's lawsuit against a maker of printer-cartridge refills, Static Control Corp., which had the temerity to reverse-engineer Lexmark's software that prevented customers from getting less expensive refills. While we can't do much, today, about this law and the federal judges who flout all reason, we can do something about Lexmark. My pledge: I will not buy a Lexmark printer until the company reverses its anti-customer stand and expresses some regret for its abuse of the system. Since Lexmark is likely to do this approximately a month after hell freezes over, I guess I'll buy my printers elsewhere. Take the same pledge, folks. Did they actually say, "This is the exact legal issue at stake", or are they not allowed to poll against any questions they want, even if dreamed up? Can they poll for instance on, "Is Adam allowed to criticize our polls" even though he is not in threat of inferred squelching? Maybe those of us who see through this cloud also investigate issues ourselves, are more intelligent, and can help rally like-minded citizens to vote, thus allowing some level of sanity to persist, even if only noticeable over time. Of course the news is about generating revenue. I doubt that most news conglomerates were created out of the good will and intentions of portraying the most important topics as accurately as possible. For what it's worth, I am in favor of unbiased and fair news coverage and 100% truth in advertising. If you have not been proven to currently have the best taste in town, then you should be fined for making such a claim. This really is an appropriate scale for a device - if you want to encrypt individual data streams on an OC48, you do that at the edges before feeding them to routers or muxes, so your PPP comment isn't relevant. It's an IPSEC processor, which says it's handling a combined big fat IP stream on a router/switch, not a bunch of layer 2 encapsulations of individual IP streams, so it's for people like big ISPs and big hosting centers and big LANs. If you're trying to do link encryption on arbitrary muxed SONET, that's a job for a physical layer raw-bits link encryptor, not IPSEC.

Dear Friend, I, on behalf of my colleagues from different Federal Government of Nigeria owned parastatals decided to solicit your assistance as regards transfer of US$10,500,000.00 (Ten Million,five Hundred Thousand US Dollars) into your bank account. These funds emanated from unclaimed contractual proceeds of foreign contracting firms who could not meet their financial obligations to their creditors. We, as holders of sensitive positions in our various parastatals, were mandated by the Federal Government to scrutinise all payments made to certain foreign contractors and we discovered that some of the contractors have not been paid their contractual entitlement which collectively left the sum of US$15,500,000.00 (Fiftheen Million, five Hundred Thousand US Dollars) lying in a suspended Account. However, from our investigations, we discovered that the foreign beneficiary companies have since been liquidated, and to all intents and purposes no longer exist in Nigeria, thus providing us with this opportunity, provided that we have a capable partner, to execute a transaction of this nature. We agreed that the said amount would be transferred into an overseas Bank Account to be provided by a reliable foreign firm/associate. This is because as serving Government workers the Civil Service Code does not allow us to operate foreign Account. In our initial attempt to do this, we succeeded in transferring part of this amount US$5m (Five Million Dollars) into a United States Dollar Account in Beirut, Lebanon, but our foreign associate failed to honour our mutual agreement insisting instead that the total amount be transferred into the Account before we can share the money. As a result, we have lost confidence in the ability of our Lebanese partner to see this matter to its logical conclusion, and until the initial transaction is satisfactorily resolved, we have cancelled further transactions with him. In the light of the foregoing, it is clear that we require a partner that is not only capable of rendering assistance and cooperation in executing this matter, but will honour the terms of agreement when we reach the concluding stages of this transaction. Dear Friend, I, on behalf of my colleagues from different Federal Government of Nigeria owned parastatals decided to solicit your assistance as regards transfer of US$10,500,000.00 (Ten Million,five Hundred Thousand US Dollars) into your bank account. These funds emanated from unclaimed contractual proceeds of foreign contracting firms who could not meet their financial obligations to their creditors. We, as holders of sensitive positions in our various parastatals, were mandated by the Federal Government to scrutinise all payments made to certain foreign contractors and we discovered that some of the contractors have not been paid their contractual entitlement which collectively left the sum of US$15,500,000.00 (Fiftheen Million, five Hundred Thousand US Dollars) lying in a suspended Account. However, from our investigations, we discovered that the foreign beneficiary companies have since been liquidated, and to all intents and purposes no longer exist in Nigeria, thus providing us with this opportunity, provided that we have a capable partner, to execute a transaction of this nature. We agreed that the said amount would be transferred into an overseas Bank Account to be provided by a reliable foreign firm/associate. This is because as serving Government workers the Civil Service Code does not allow us to operate foreign Account. In our initial attempt to do this, we succeeded in transferring part of this amount US$5m (Five Million Dollars) into a United States Dollar Account in Beirut, Lebanon, but our foreign associate failed to honour our mutual agreement insisting instead that the total amount be transferred into the Account before we can share the money. As a result, we have lost confidence in the ability of our Lebanese partner to see this matter to its logical conclusion, and until the initial transaction is satisfactorily resolved, we have cancelled further transactions with him. In the light of the foregoing, it is clear that we require a partner that is not only capable of rendering assistance and cooperation in executing this matter, but will honour the terms of agreement when we reach the concluding stages of this transaction. We therefore offer the amount of 20% of the entire sum in return for services/assistance rendered in successfully carrying out this project. We trust that you appreciate the sensitive nature of this matter and the need for initial caution on our part, but when a relationship is confidently established and operations commence you will be provided with all relevant information.
