Latest setup.ini references files that don't exist on the mirrors

Is setup.ini out of sync with the package files?  The latest setup.ini file 
references 70 files that don't exist on any mirror that I've checked.  Here's 
the first 10 non-existent files:

luatex font path problem

After lualatex command, file 
"~/.cache/texmf/luatex-cache/generic/names/otfl-names.lua" was generated.


Entry like this for example

  },

when I used \setmainfont{SimSun}, error occured that SimSun font not found.
When i used \setmainjfont[Path=/cygdrive/c/windows/fonts/]{simsun.ttc} 
and specify the path in *unix-style, it works.


So i think this is another mixed path style problem in cygwin.
Even though the fonts in system dir are listed in otfl-names.lua, they 
can't be accessed because their pathes are in windows-style.

CreateSymbolicLinkW needed

I tried the 20130424 snapshot and obtained the following Windows 
message (in pop-up and translated from french):


bash: CreateSymbolicLinkW not found in KERNEL32.DLL


Therefore, i keep the plain 1.7.18 running:
