[Crowbar] Power via CLI/API using IPMI config on out-of-band BMC net - shout out to Victor

All,

It's worth noting the pull that I just accepted into OpenCrowbar brings in the 
IPMI configuration AND creates a direct out-of-band CLI/API command set for 
power management using the BMC network.

This relatively small seeming feature require goes way back in Crowbar history 
and demonstrates the power of the new architecture.

We'll talk more about this on Wednesday's sprint planning, but I wanted to 
share this milestone with the list.
