(nod) Ah, right. Somewhere around 0.93.1 (mid Feb.) when the (RH9)
packages were downloaded, I reviewed the new config files for new
features, and noticed exactly this 'bug'. The install changed the 
location of clamav files from /var/lib/clamav to /var/clamav.

I noticed at that time, the update was inconsistent, changing the
Database Directory spec in the clamd.conf file, but NOT changing the
freshclam.conf file (the latter being 'protected' by the rpm install
process by giving the new version an 'rpmnew' extension).
