Programming a dual band with band A being VHF and band B being UHF, how do
I set up Band B for programming. Using a UV5R.

What you want to do cannot be done. The UV-5R (and similar radio
models) have a single bank of 128 channels (0-127). Both the top (A)
display line and bottom (B) display line have equal access to these
128 channels. These radios do not include a feature that allows the
user to separate them channels by display line.

A UV5R only has one channel bank. 
The channels cannot be separated into two sections.

If you want the appearance of a VHF bank and a UHF bank, you could put the
VHF frequencies in memories 1-64 and UFH frequencies in memories 65-128,
then just keep A in the top half of memories and B in the bottom half of
the memories.

[chirp_users] uploading radioreference csv to btech uv-5x3

installed the latest chirp today on windows.

i  wanted  to  update the radio freq's for my area and downloaded them
from radioreference.com.

i'm  able  to  download  the  old freq's from the radio. but upload to
radio   is   grayed   out.   i   tried   import   from   data  source,
radioreference.com  also  but  i can't seem to get that into the radio
either.

granted it's been awhile since i've done this...what am i missing?

You cannot directly upload a CSV file into any radio. That is why
"Upload To Radio" is greyed out. You must either open two tabs, one
from the radio and one from the CSV file so you can copy-and-paste
between the tabs or you must download from the radio and import the
CSV file into the tab from the radio.
