I would like to know too. It seems everyone is confused including NBR.
The short answer is "Taxes, if any, are quite low on the import of PC's".

This is what I know .
1. Computers are intended to be tax free according to govt policy
2. The notice/order to have computers tax free didn't mention retail it 
just mentioned import of PC's in part or whole, not the sale.
3. Customs assume that if the PC is to be sold, there will be a minimum 
10% profit.
4. VAT is 15 %
5. Therefore 1.5 % tax is applicable
6. There are dual standards. So some imports are tax free, others are 
taxable.

You can clarify from BCS. The long and short of the story is that tax 
rules (and all other regulations) are actually made by non-professionals 
without input/consultations from stakeholders of the industry resulting 
in a mess when applied in practice. Funnily enough, the government 
officials often accept that there's a mistake and apologize for not 
being able to correct it.

Also need to clarify if CD's can be taxed?

Yes! Some of my friends who ordered Ubuntu had to pay tax for the
postal delivery, where I did not have to pay it! It is quite confusing
for CDs!
