Small physical size. Can be powered via USB, two Ethernet ports, WiFi
client or base station with WPA/WPA2. Internal antenna. Quite cheap,

When this situation occurs on *any* OS I'd check the "defaut" route
and/or the connectivity of the other end. You don't say what the
connectivity of the other end is for the tests you've performed
and it makes a difference to the ability of the pi3 to respond via
the correct interface.
