With "rpm -qa --last", you can get the package update history (which package
version was installed when).
Is there a similar command for Cygwin?

you can get it from the setup.log
$ cd /var/log/
$ grep mintty setup.log|grep " instal

No, bout you can find the install history in /var/log/setup.log
(provided you're not cleaning that directory regularly).
