Yes this is true for some high-end software packages, notably
some IC design packages.

Because Linux is cheaper (and may be better) than Solaris
or HP-UX or IBM AIX or SCO Unix.

However, many of those tools used to be for Unix only are now
available under Windows as well. I used to use Saber (now
under  Synopsis) under Sun Solaris workstations.
But later it is available under Windows. Same for many
other tools. My colleagues used to have Sun Ray Thin Clients
to access the EDA packages (Mentor Graphics Board Station
and others) running in Unix and now we do not need to use
them since we are now using Mentor Graphics Expedition under
Windows. And many critical systems are still running
on mainframes or Unix workstations. But the front-end
are mostly Windows client through terminal program
or Web interface. Linux is catching up but I do not think
I can survive using Linux at work since most of the
tools (EDA, MCU development tools, Company's own tool
packages) in the company are for Windows only.

Some industries still do not want to use Windows. For
example, one of my brother works in the telecom industry
(back end processing). They used to use Solaris, now they
use Redhat. They just do not want to use Windows for
security reasons.
