That's the problem. You need those libraries for arm, too, to cross-compile screen for arm. Those ncurses libraries for x86 or x86_64 are only needed if you would compile it for your local system. I don't know on which distribution you are, but https://wiki.debian.org/CrossCompiling also has some distribution independent information. Maybe this already helps.
