First, a really minor note: both the [//www.gnu.org/l/gpl-3.0.txt current text version of the GPLv3] and the GPL HowTo use HTTPS URLs, while in your tarball HTTP ones are used. Then, it's sufficient to have one copy of the GPL in the tarball, and it's desirable to put it in a separate file without any additions. Also, it looks like *.ttl are text files; text files should include copyright and license notices directly.
