Then, please make sure that all copyrightable files in your package have valid copyright and license notices <https://savannah.nongnu.org/maintenance/ValidNotices/>; when file format doesn't allow for such notices, they should be added to a README file in the same directory with the files in question. By the way, the notice in texdoctk.pl refers to such a README file, and the latter is absent.
