It's nice that you found the requirements. So, they say that the package
should be GPL-compatible, implying compatibility with at least version 3 and
any later version.
We recommend GPLv3-or-later because we support the best version of copyleft we
have; however, we also accept permissive licensing like Apache 2.0. In other
words, "we recommend GPLv3+" doesn't mean we accept GPLv1-only.
