It has no valid copyright notice (and probably license notice as well): it
reproduces the notice of the original GPLv2, but it doesn't mention the
copyright holder of the translation (the FSF doesn't make translations of its
licenses, so it can't be the copyright holder).

If you can't put the notices in the file itself, you should put them in a
README file in the same directory.
