Would you be able to try again using the git:// version of the incantation?
It's a bit less resource intensive on our side; anyone with commit to some project should be able to do an "authenticated clone" of any other project (using the same savannah account). Recently we have been seeing sustained high levels of unfriendly activity across FSF (and reported also from other adjacent/friendly) hosts and network. We had at one point stopped web-based git repository browsing due it to having been particularly susceptible/affected by the "DDoS attacks" we are seeing (badly behaved software of some sort, to be sure); however, that's now back -thanks to alternative mitigations found by Bob, thanks rwp!- as reported Jan 24th over on the FSF's account for out-of-band technology updates via mastadon, here: https://hostux.social/@fsfstatus/113883918698869574 I suspect this to be related to higher-than-has-been typical levels of unfriendly network activity we have been seeing. If that's the case I can mainly offer the advice to try a few times (and again, after a little while), the insight that we (especially Bob and Michael) are very much continuing to work on this, and the request that you, please, do continue to report troubles as you encounter them. In any event, thank you very much for mentioning that you have been having problems.
