Follow-up Comment #3, sr #111178 (group administration): You are one of two early reports of being blocked and both you and the other are using mobile cell phone providers. I now believe that they are using CG-NAT https://en.wikipedia.org/wiki/Carrier-grade_NAT which shares IPs among many subscribers to one IP address. I do not have a list of CG-NAT addresses and therefore dealing with them is somewhat of a problem as to how to tell if it is a shared IP or not. It will take some thought.
