Follow-up Comment #4, sr#110996 (group administration): I had a friend test from his Fedora Silverblue system and without any local host keys everything works. But if he includes the old 1024-bit host key in known_hosts then the problem as you report is reproduced exactly. As I understand it this issue is still open in Fedora being tracked by this bug ticket.
https://bugzilla.redhat.com/show_bug.cgi?id=2164016 Please double check that there still is not a host key entry hiding in your ~/.ssh/known_hosts file and not in any /etc/ssh/ssh_known_hosts files either. That should avoid the problem.
