I've tried to do this myself, several ways, before thinking I cannot do this.
I didn't find the site documentation clear on this point.
I think this new repository will need a name. If so, please just call it
"cc-mode". I expect to be able to access it on
ssh://acm...@hg.sv.gnu.org/cc-mode/cc-mode.
