Summary: Need to click on "Post a Comment" twice before input
box is shown

Details:
When browsing bugs or patches on savannah, no input box is shown for comments
when first opening a report.
Instead, a title bar with "Post a Comment" is displayed immediately followed
by a title bar with "Discussion".
A small "(-)" is shown next to "Post a Comment". When I click once on "Post a
Comment", that small "(-)" changes to a small "(+)". But the input box is
still not displayed.
When I click on "Post a Comment" again, it changes back to "(-)" and the input
box is shown.
That is pretty confusing for new users. And I seem to recall that that input
box was shown immediately some time ago.

Tested with Google Chrome on Android and MS Edge on Windows.
