Details:
If comments contain Unicode characters outside the BMP (like e.g., emoticons),
the entire comment is displayed as a sequence of unrecognizable ASCII
characters.
E.g.:
https://savannah.gnu.org/bugs/index.php?61821#comment3
This also messes with the layout of all other comments in that report.
That was working before. (Maybe a week ago.) All characters including
emoticons could be used and were displayed correctly.
