It's not you. As Simon hints, the FSF's been the target of a large-footprint DDoS attack <https://lists.gnu.org/r/savannah-hackers-public/2019-12/msg00003.html> for the past week. Sometimes one can get lucky and anonymous git over HTTPS will succeed, but the only reliable work-around is to pull over SSH as mentioned at the link.
