[savannah-help-public] Please move the OO-Browser project from nongnu to gnu.

RMS has dubbed the OO-Browser a GNU package.  Please mark it as a GNU
package and move any content from the nongnu OO-Browser project directory
to the new gnu one.  We will then work on adding the first 2016 release of
the OO-Browser to its project archives.
