The mailing list is open to GNU maintainers and contributors who has an interest in cross-project security topics and are willing to help each other. The purpose is to have a place to discuss security matters that are more general than something applicable to only one project. For example: general "secure programming" discussions, shell script escaping, cryptography, and network protocol issues. Note: This mailing list is not appropriate for discussions about security issues for specific projects. Exceptions include when some issue affects an broader ranger of projects. Instead, please refer to each project's documentation on how to submit a bug report.
