[Savannah-help-public] Gnu Make on Windows 2008 R2 64bit

I need help on this issue I have please advise.

I am trying in install gnumake 3.8.1 on Windows 2008 R2 64bit, I could not able 
to build the gnumake.exe. 

Using build_w32.bat file. and also I could not find cl.exe file.

Please advise...
