As I said, "Site Administration" is about administering all of savannah; it's a menu that appears in the left-hand navbar after your savannah account is given super-user privileges. Do you want to help us maintain savannah? Anyway, the direct url is https://savannah.gnu.org/siteadmin/grouplist.php, but I can't imagine how knowing that is going to help you.
