Details:

We cannot check out or update from the 'emacs' repository at (for example)
:ext:kfo...@cvs.savannah.gnu.org:/sources/emacs, because of this error:

  $ cvs up -dP
  can't create temporary directory /tmp/cvs-serv23644
  Read-only file system
  $ 

Multiple developers are experiencing this problem, which suggests that it is
a server-side issue (specifically, that /tmp is mounted read-only for some
reason on the CVS server).  See

for another developer who reports this.
