Well, one such factor could be "Is this a GNU Emacs bug list? If yes, forward to debbugs." But that's a policy issue. One alternative is the dataflow that I originally suggested (poster -> Mailman -> debbugs via a special Mailman Handler (to avoid loops) and poster -> debbugs -> Mailman.
