Yeah, that's a good start.
I began adding cvs administration but it's not so simple.

In particular, support system-wide hooks (depending on group type and/or
repository type) as well as project-specific hooks. Also, when there's no
hooks, maybe you don't need to do anything (e.g. repository was just
installed), or maybe you still need to rebuild the hooks (e.g. all existing
hooks were removed) :)
