Details:
Currently Register New Project is crossed out when the user is not logged
in.
This makes it look like Savannah is not accepting new projects.
It's especially confusing since the mouse cursor is changed by hovering over
it, and the link is still actually clickable, even when not logged in.
It's not needed, because a user is already prompted to log in when they try
to go to Stage 2 of the registration process.
