Can you precise what the issue is, and how you detect it?

I think "Sticky Tag" is what happens when you checkout / update a file to a
specific version (options -D or -r). In that case, CVS does not work from the
tip of the trunk/branch and prevents you from "modifying the history". Usually
cvs update -A fix the working directory.

Maybe you already know all this, I just want to make sure this is a different
matter :)
