The order is chronological (registration date). Nothing said this, at least not that I could see. So please add at the top a brief header "All registered packages, newest first". Then it won't be confusing.
Please keep this in mind as a general principle. If the order of things in a list is not alphabetical, always say explicitly what the order is. Next to that header, it would be good to add a link to the other ways to access the list (by searching, all GNU, all non-GNU, etc). That's the place a person will first think to look for such links, so putting them there will make everything easier. Does the search facility make it easy to get a list of packages that start with a certain letter? It might be convenient to offer a way to get a list of all packages, showing just package names, several names per line.
