#1 appears to be due to the removal of the immediate replication of changes. Why did we remove that instead of fixing it?

I have tried to check out in another place, and they do exist in webcvs archive. I have no idea what the problem is. 2.explicitly setting of meta line of "charset" doesn't seem to work anymore. They work fine about a month ago, and this has made browsing our web pages in other language not a pleasure experience. By the way, the default is always set to iso-8859-1 now.
