It's written in C ( gcc ) with GTK+-2.x.x. The configuration of gContacts uses gConfd ( the configuration's server of GNOME ) with gconf-2.0 library. The first version of gContacts will use a PostgreSQL database. In the future, there will be a support for LDAP, MySQL, and other SGBDR.
