Hi, You must first create a Savannah account. See in the left menu of the Savannah front page.
Then you must register a meta-project called "gnuspeech" (same menu), giving the following text you sent as description. This meta-project will give you write access to the gnuspeech CVS repository and admin rights to this project. Regards, "David R.
