Any distribution of the files must take place without a financial return, except a charge to cover the cost of the distribution medium. Due to the financial clause, this license is non GPL compatible. Savannah can't host GPL incompatible software. Will you host this vocabulary source on Savannah? If you point the user to the website of the list then it is ok. This because we allow free dependencies. To release your project under the GPL, you should put copyright notices and copying permission statements at the beginning of every source-code file, and include a copy of the plain text version of the GPL (http://www.gnu.org/licenses/gpl.txt). Put it in a file named COPYING. Please follow the advice of http://www.gnu.org/licenses/gpl-howto.html. The GPL FAQ explain the reason behind these recommendations. For example, there is an entry explaining why the GPL requires including a copy of the GPL with every copy of the program: http://www.gnu.org/licenses/gpl-faq.html#WhyMustIInclude Also note that now your COPYING file is a symlink... If you still want to host your project on Savannah then put an updated tarball online with the correct copyright statements so I can check it out, if it is ok I will approve your project.
