Thank you very much Collin! Unfortunately, we cannot use a mirror for this directly as it is brought into our build as a transitive dependency via Conan. The conan package *explicitly* sets the ftp.gnu.org source.
We are actively working on ways to proxy cache these responses (at web layer) as well as reduce our build requirements through binary build caching. However, I think we'll still have other processes outside of this that may still wind up making calls to upstream directly.
