I can duplicate the problem you describe when I attempt to use the approval
button to approve a pending membership request. (Also, in case the automated
messages including this comment to your request are confusing: I have moved
the ticket around a little within our tracker. Sorry for any confusion; let
me know by email or whatever is easiest if you have any troubles adding
further comments.
I was not able to find the savannah account you mentioned to manually add the
new person to the project, as a work around. The savannah account must
already be created for me to add the person as a group member using the
administrative controls. Once I have the name of an existing savannah account
for the user we can add them to the group manually.
Please confirm this person already has a savannah account. If you send me a
link to their user-profile page on savannah that should remove all possibility
of my failing to find it. For example, here is your savannah user-profile
page, which I checked to validate that you are a group admin for CCT (which I
can see you are, indeed):

A link like the above for the user we are adding to CCT would be very helpful.
