I vote against a default 'stone age menu'.
What is against 'top:1em;' as quick fix?
BTW: li.topmenuitemmainitem{} has
float:left;
display: inline;
in base.css which results in that the div class="topmenu" has calculated
height 0.
Removing the float would give you back the defined background-color of the
Savannah.css in .topmenu{}
