True, this is the upstream repository, but elpa.gnu.org is a checkout of that which builds and serves packages to Emacs users. The Savannah admins have zero control over or responsibility for elpa.gnu.org, any more than they do about fixing bugs in any software whose repository is hosted on savannah.gnu.org. AFAIK the elpa maintainer is Stefan.
