I have got this working on ubuntu 9.04 (jaunty) server with udev 141-1.2. I
had to read about writing udev rules to make the neccessary changes
/etc/udev/rules.d/60-libsane.rules
SUBSYSTEM!="usb", ACTION!="add|change", GOTO="libsane_rules_end"
