I think we had a similar problem when SHELL=/bin/sh wasn't set. It is in this case but maybe there is a similar reason? Can you remove the "@" from the lines following # Sourcefiles -> backend.lang.po (updating po) in po/Makefile, and run make from the main directory again? So we should be able to see what's happening.
